Arthur W. Stair III, M.A., SPE, HSP, an original founder and co-owner of the company in 2002, is now operating as the President and sole owner of Psychological Consulting Services, Inc. since January 2014.

While completing his Masters Degree, Mr. Stair began his experience in forensic assessment with internships at the North East Correctional Community and at a therapeutic nursery for those who endured physical and sexual abuse. He began his professional career by implementing the longest federally funded RSAT program in the State of Tennessee at the Washington County Detention Center. Mr. Stair has consulted with the Office of Criminal Justice Programs by assessing the efficacy of substance abuse treatment programs in the jail and prison settings. He presented these findings to the Bureau of Justice Assistance. His earlier works on risk taking behaviors were published in the Journal of Behavioral Medicine.
Mr. Stair has devoted his entire career to assessment and diagnosis. He has completed thousands of evaluations in the areas of psychological disability, cognitive dysfunction, personality disorder, and psychological suffering due to injury, illness and trauma. He has qualified as an expert witness in State and Federal courts in the areas of sex offense evaluation and risk assessment. He has submitted several hundred reports directly to the administrative law judges for the Office of Hearings and Appeals in many Tennessee jurisdictions, ranging from Mountain City to the Nashville Metro areas.
